The Susquehanna River Basin Commission presents the
2004 Maurice K. Goddard Award

At the September 8 Commission meeting in Wellsboro, Pa., Leroy M. Young, Jr., the Pennsylvania Fish & Boat Commission's (PFBC) Chief of Aquatic Resources Section in the Division of Environmental Studies, was presented with the Commission's 2004 Maurice K. Goddard Award.

The award recognizes Mr. Young's 23 years of work at the PFBC, where he makes significant contributions to the protection of fisheries -- a vital water resources management function of the Susquehanna basin. He also currently serves as the Regional Director for Region 4 of the Instream Flow Council, an international organization of state and provincial government instream flow biologists. From 1996 to 1998, Mr. Young worked with an interagency team to develop the Pennsylvania/Maryland Instream Flow Model. Additionally, he specializes in training and has been involved in the design, review and conduct of numerous instream flow studies in Pennsylvania.

SRBC executive director Paul Swartz noted that, "Leroy understands the importance of water management and interagency cooperation. He is truly an asset to the Fish and Boat Commission and has provided invaluable assistance to SRBC on regulatory and nonregulatory matters. His work ethic and dedication embody the spirit of Maurice K. Goddard."
