The
Susquehanna River Basin Commission presents the Among her many accomplishments and contributions in the area of watershed management, SRBC highlighted Senator Mikulski's successful efforts to restore federal funding for the Susquehanna Flood Forecast and Warning System - the basinwide warning system that helps protect lives and significantly reduce damages during flood events. In her capacity as ranking member of the Senate Commerce, Justice, Science and Related Agencies Appropriations Committee, Senator Mikulski effectively championed this cause for fiscal year 2006. SRBC Chairman Brig. General Bill Grisoli said, "SRBC and the citizens and businesses from New York, Pennsylvania and Maryland are grateful to Senator Mikulski for working with the Army Corps of Engineers, the states, and SRBC to protect lives and property by reducing the impacts from flooding." He said, "The Susquehanna flood warning system represents a very prudent investment that provides tangible benefits, while saving the federal government $20 for every $1 it invests in the system. Senator Mikulski was instrumental in working with the state and federal partners to ensure the continuation of this important warning system for the residents of the area." Chairman Grisoli (Commander, North Atlantic Division, U.S. Army Corps of Engineers) said, " Like Frederick Zimmermann, Senator Mikulski effectuates change through the legislative arena. Her keen insights into watershed management combined with her untiring dedication are the very values that make her a worthy recipient of the Zimmermann Award." Teamwork is central to protecting basin residents. Several federal agencies play critical roles in flood response in the Susquehanna basin in coordination with the river basin commission. The Army Corps of Engineers built and maintains 13 flood control reservoirs in the basin, NOAA's National Weather Service forecasts and disseminates flood crest information at 72 locations along the basin's streams, and the U.S. Geological Survey maintains and operates more than 200 gaging stations that monitor precipitation and streamflow conditions. SRBC's Maryland Commissioner Kendl Philbrick ( Secretary, Maryland Department of the Environment) said, "Senator Mikulski appreciates the important work the Commission performs to manage the vast Susquehanna River Basin. This work upstream is vital to the protection and restoration of the Chesapeake Bay, our great national treasure."
