Paul O. Swartz is the Executive Director of the Susquehanna River Basin Commission (SRBC). He has been the Executive Director since 1992. Mr. Swartz directs the development and implementation of plans, policies and projects relating to the water resources of the Susquehanna River Basin. This involves formulating, reviewing, analyzing and evaluating program objectives, policies and operations, and the effectuation of program activities based on the SRBC Compact, SRBC Comprehensive Plan, SRBC Water Resources Program, and annual budget and work programs.
Before joining the SRBC in 1992 as Executive Director, Mr. Swartz directed the Bureau of Soil and Water Conservation in Pennsylvania's Department of Environmental Resources. In this capacity, he managed the Commonwealth's Chesapeake Bay Program and its Soil Erosion and Sedimentation Control Program. Mr. Swartz served as Executive Secretary to the Pennsylvania Conservation Commission from 1982-1992. The Commission is a state agency which establishes policy for Pennsylvania's 66 conservation districts.
Mr. Swartz is a 1970 graduate of Gettysburg College with a B.A. in psychology and has done graduate work in public administration at Pennsylvania State University.
back to topThomas W. Beauduy is the Deputy Executive Director & Chief Legal Counsel of the SRBC. In this capacity, he assists the Executive Director in the management of programs, and the development and effectuation of plans, policies and projects relating to the Susquehanna River Basin. Mr. Beauduy also acts as the Chief Legal Counsel for the Commission, which includes the formulation and modification of Commission policies and regulations related to the administration of the SRBC’s regulatory program.
Prior to joining SRBC in 1997, Mr. Beauduy was in private practice specializing in environmental law. He served as Executive Secretary to the Joint Legislative Conservation Committee in the Pennsylvania General Assembly from 1980-1985, and was a former Assistant Attorney General for the Commonwealth from 1978-1979. He also served for 19 years as the Pennsylvania Director of the Chesapeake Bay Commission, a tri-state legislative advisory commission.
Mr. Beauduy graduated from Rutgers University in 1975 with a B.A. in Political Science, and received his Juris Doctorate degree from the Dickinson School of Law in 1978. He has been an active member of the Pennsylvania bar since 1978.
back to topJames Richenderfer is the Director of Technical Programs for the SRBC. Mr. Richenderfer joined the SRBC in 2008, and was appointed to his current position in 2010. He is responsible for overseeing a wide range of programs and grants related to the development, management and conservation of the water resources of the Susquehanna River Basin. These include: project review; compliance and enforcement; planning and operations, including flood management, and drought coordination; watershed restoration and protection; and watershed monitoring and assessment.
From 1998 – 2008 Mr. Richenderfer owned and operated a hydrogeologic consulting firm. His company conduced a wide range of investigations addressing both the quantitative and qualitative aspects of surface water and ground water resources. From 1986 – 1998 Mr. Richenderfer was the Chairman and CEO of TETHYS Consultants, which specialized in the investigation of ground water and surface water problems associated with materials storage, mining, municipal waste disposal, industrial waste, and agricultural operations.

Marcia E. Rynearson is the Director of Administration & Finance for the SRBC. In this capacity, she oversees the administrative, financial, and information technology activities of the Commission. Ms. Rynearson is ultimately accountable for the Commission’s accounting and financial records; budget; human resources management; computer systems, programs and equipment; insurance; receipt, disbursement and investment of funds; operation and maintenance of the SRBC’s main office building and vehicle fleet; and the purchase and maintenance of equipment and supplies.
Ms. Rynearson joined the SRBC in 2010. Prior to joining the Commission, she was the CEO of ActionCoach of Central Pennsylvania, a business coaching franchise focused on assisting small business owners with growth and profitability. Her franchise was recognized as the #1 ActionCoach franchise in North America for six consecutive years.
From 1987 – 2003 Ms. Rynearson worked for the Keystone Peer Review Organization, Inc. She began as the Finance Manager, and was repeatedly promoted to higher level positions including Director of Administration & Finance, Chief Financial Officer, and Chief Operating Officer.
Ms. Rynearson has a B.S. in Accounting from Old Dominion University and a Masters in Business Administration from the University of Phoenix. She passed the Certified Public Accountant exam in 1986.
