Assessing Water Resource Availability and Challenges in Morrison
Cove
Best Management Practices to Be Recommended to Reduce Impacts
on Water Resources
SRBC is studying the watersheds within Morrison Cove to assess
the area’s water resource availability, challenges and potential
conflicts. The Cove covers portions of Bedford and Blair Counties
and includes the Roaring Spring community, which SRBC in 2005
identified as a potentially water resource stressed area. Read

SRBC Takes Enforcement Action Against Natural Gas Driller
On April 15, SRBC initiated enforcement action against
Ohio-based Belden & Blake Corporation, a natural gas drilling
company, for using water without approval from SRBC to hydraulically
facture the Marcellus shale formation in Smithfield Township, Bradford
County, Pennsylvania. SRBC also ordered the company to immediately
stop consumptively using water in any projects targeting the Marcellus
or Utica shale formations. Read

Drought Coordination Committee Convenes, Water Challenges Expected
in Lower Susquehanna Region if Rainfall Deficits Continue
On
April 1, SRBC convened its interagency Drought Coordination Committee
to assess growing impacts to water resources in the Susquehanna
basin due to ongoing precipitation shortfalls. Three consecutive
months of shortfalls have caused streams and groundwater levels
to drop well below normal for this time of the year, particularly
in the Lower Susquehanna region in Pennsylvania and Maryland.

Robert
Hughes of EPCAMR Receives SRBC's William Jeanes Environmental
Excellence Award
SRBC
recently presented the Commission's sixth William W. Jeanes,
Sr. Award for Environmental Excellence to Robert E. Hughes
for his commitment and dedication to abandoned mine reclamation
and abandoned mine drainage (AMD) remediation. Robert Hughes is
the executive director of the Eastern Pennsylvania Coalition for
Abandoned Mine Reclamation (EPCAMR)--a nonprofit organization
covering 16 counties in eastern Pennsylvania. The Jeanes Award
honors organizations and individuals who contribute to the protection
of water quality.

SRBC Adopts 2009 Water Resources Program
SRBC
is required by the Susquehanna River Basin Compact (Article 14,
Section 14.2) to annually produce and adopt a Water Resources
Program (WRP) that lists projects and facilities to be undertaken
by SRBC and other governmental and non-governmental interests
to meet the water resource needs of the Susquehanna basin. The
2009 Water Resources Program was adopted by the commissioners
on March 12, 2009, and it includes input from SRBC, 15 federal
agencies, 9 state agencies, 12 regional, county and local agencies,
and 14 non-governmental entities. The 80-page WRP is now available
on SRBC's web site at www.srbc.net/planning/water-resources2009.htm.

Approved at March 12 SRBC Meeting
At
the March 12 business meeting in Scranton, Pa., SRBC approved
42 applications for water withdrawals and/or consumptive water
uses, tabled seven projects and rescinded
three projects. In addition, the Commission also adopted a "Records
Processing Fee Schedule".

Congressman
Holden Secures $1 Million For SRBC to Enhance Flood Mitigation,
Protect Water Supplies and Manage Low River Flows
Congressman Tim Holden (D-PA Dist. 17) and SRBC today announced
the restoration of SRBC’s federal funding through the FY-09
Omnibus spending bill that was passed by Congress and signed by
President Obama last week. The $1 million appropriation will help
SRBC enhance its efforts to mitigate floods, protect water supplies,
manage low flows, coordinate droughts and help restore migratory
fish to the Susquehanna River and tributaries. Read

Revised Comprehensive Plan for Water Resources in the Susquehanna
River Basin Now Available
On February 5, SRBC announced the availability
of its revised Comprehensive Plan for the Water Resources of the
Susquehanna River Basin, as adopted on December 4, 2008, on the
web site at www.srbc.net/planning/compplanfiles.asp.
SRBC is required to have a Comprehensive Plan to manage and develop
the Susquehanna basin’s water resources and guide SRBC’s

Urges $2.4 Million for Susquehanna Flood Warning System
In early January, SRBC called on President-elect
Barack Obama, Appropriations Subcommittee Chairwoman U.S. Senator
Barbara Mikulski (Maryland) and other members of Congress to provide
$2.4 million in Fiscal Year 2010 to fully fund the Susquehanna
Flood Forecast and Warning System (Susquehanna System). The funds
are to be allocated to the National Oceanic and Atmospheric Administration
(NOAA) to direct to NOAA’s National Weather Service (NWS)
and the U.S. Geological Survey to maintain and operate the Susquehanna

Streamlines Review of Natural Gas Well Development Applications,
Protects Water Resources
At its quarterly meeting on December 4 in
Bel Air. Md., the Susquehanna River Basin Commission (SRBC) approved
regulatory changes streamlining the review of consumptive water
uses by the natural gas industry and further protecting the basin's
water resources. The regulatory amendments went into effect January
