Comments on Proposed General Permit 02 - Groundwater Withdrawals for Emergency Uses or Maintenance Activities [CLOSED June 1, 2023]

The Susquehanna River Basin Commission is seeking public comment on a new proposed general permit, General Permit GP-02 Groundwater Withdrawals for Emergency Uses or Maintenance (GP-02). The proposed General Permit would approve the withdrawal of groundwater from wells for 1) emergency uses or 2) maintenance activities. GP-02 is designed to provide a pathway for projects that require temporary groundwater withdrawals, generally from back-up or reserve wells, to address an emergency or maintenance activity. Under SRBC regulations, these wells are subject to full technical review under 18 CFR part 806. For drinking water wells, they must also be fully permitted under the Safe Drinking Water laws and regulations of our member jurisdictions.

The deadline for submitting written comments on the General Permit was Tuesday, May 30, 2023 and oral testimony may be provided at the regularly scheduled public hearing on May 4, 2023.
