The Commission added the process for development and issuance of general permits in regulation effective December 11, 2015. The Commission recognizes that there are categories of projects that: involve similar types of operations or activities; require the same limitations or operations; require the same or similar monitoring and reporting; and will result in minimal adverse impacts. For those identified project categories, development of general permits will eliminate the need for projects to apply for individual permits and will reduce the level of effort for both the Commission and the project sponsors. Development of general permits will increase efficiency, while maintaining an appropriate level of regulatory oversight and management of the resources for these types of projects. The Commission has been compiling a list of project categories that could be managed with general permits. Development of the first general permit is under way with several others to follow.
